Hamed Hakimelahi, PEC Water Confounder

Hamed Hakimelahi, PE, ENV SP

Co-founder, Engineering Director

Hamed is a highly accomplished professional engineer with a proven track record of success in the infrastructure industry. He is licensed in the states of California and Oregon, and boasts over 10 years of experience in project planning, design, and program management across the West Coast.

Prior to joining PEC Water, Hamed held senior positions at leading engineering firms Brown and Caldwell and WSP, where he specialized in water resources and pipeline design and rehabilitation. His expertise encompasses the hydrologic and hydraulic design of conveyance systems, with a strong focus on resilient design. Hamed has also garnered extensive experience in green infrastructure design, watershed analysis, and the rehabilitation design of both large and small-diameter pipelines.

In addition to his impressive work in the private sector, Hamed has also worked at public agencies such as the City of Los Angeles Bureau of Sanitation, Bureau of Engineering, and Hyperion Treatment Plant, where he tackled some of the most complex infrastructure challenges.

Todd Martinez, PEC Water Cofounder

Todd Martinez, PE

Co-founder, Infrastructure Director

Todd is a highly skilled civil engineer registered in both California and Oregon with over 20 years of experience delivering innovative solutions for public sector clients.

​

Before joining PEC Water, Todd served as the project manager for the second and third most complex and expensive capital projects for the Bureau of Environmental Services, City of Portland, Oregon. At Brown and Caldwell, he held the position of Infrastructure Leader, and at WSP, he was the Area Manager for the Water and Environmental line of business. In these roles, he was responsible for managing and delivering heavy civil projects in the fields of water resources, underground utilities, and transportation, as well as spearheading business development initiatives.

 

Todd's background in military engineering is equally impressive, having served as a Commissioned Officer in the United States Army Corps of Engineers (USACE). In this role, he worked closely with the USACE to plan, design, and construct force protection projects in Europe, where he also served as a Contracting Officer Representative.

Don Whitehead, PE

Senior Project Manager

With over 35 years of experience, Don offers a wide range of civil engineering experience with an emphasis on large integrated public works projects. This includes the management and design of more than 50 pump stations for public agencies. Facilities range from 150 to 6,000 gallons per minute (gpm) with multiple pump control and variable-speed drive configurations.

​

Additionally, Don has extensive experience in trenchless pipe construction, rehabilitation and condition assessment. He has designed and constructed more than 50,000 feet of gravity sanitary, pressure pipe, and storm sewer pipe using trenchless technologies. This work has included the full spectrum of technologies and pipe materials involving boring/jacking, pipe ramming, directional drilling, cured-in-place pipe (CIPP), sliplining, segmented pipe insertion, pipe bursting, and microtunneling.

 

Prior to joining PEC Water, Don served as Senior Manager at Brown and Caldwell, Infrastructure Service Line Leader at GHD and Infrastructure Discipline Leader at David Evans and Associates delivering complex infrastructure projects throughout the country.
